The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has initiated an investigation into Chief Uche Anya, the Executive Chairman of the Enugu Capital Territory Development Authority (ECTDA), over allegations of financial misconduct and abuse of office involving over ₦417 million.
Details of the Allegations
Chief Anya, appointed in August 2023 by Governor Peter Mbah, was reportedly detained by ICPC operatives on April 16, 2025, for questioning. The investigation centers on substantial financial transactions allegedly involving Mr. Emike Ikechukwu, Head of the Project and Physical Development Control Unit at ECTDA, who was appointed by Anya despite not being a professional town planner and bypassing more senior staff members.
Financial records under review suggest that over ₦417 million was transferred from ECTDA’s account into Mr. Ikechukwu’s personal bank account. Subsequently, more than ₦210 million was allegedly funneled into the bank account of Eugenics Real Estate Ltd, a company owned and managed by Anya. Additionally, an extra ₦270 million was reportedly transferred into Mr. Ikechukwu’s account from the ECTDA project account, with more than ₦160 million allegedly moved directly into Anya’s personal bank account with First Bank Plc.
Controversies Surrounding ECTDA
The ECTDA has faced previous controversies, including a June 2024 incident where Enugu-based businessman Ihekwoaba Livingston Uzoho alleged that the agency planned to demolish his residence at No. 6 Ozubulu Street, Independence Layout, Enugu, to reallocate the property to Senator David Umahi, the current Minister of Works and former Governor of Ebonyi State. Uzoho claimed he had been living in the house with his family since purchasing it in 2007, possessing all necessary legal documentation, including a Certificate of Occupancy and a government-approved building plan. He also noted he had paid all required taxes without default since acquiring the home.
According to Uzoho, trouble began in November 2023 when Minister Umahi reportedly visited the area with his aides, taking pictures and videos of the property and neighboring plots. Shortly after the visit, ECTDA officials allegedly marked his house for demolition, giving him 24 hours to vacate the property. Fearing that the government might proceed with the demolition without further notice, he filed a lawsuit at the Enugu State High Court.
ICPC's Broader Anti-Corruption Efforts
The ICPC has been actively combating corruption across Nigeria. In a recent report, the commission stated that it blocked the diversion of ₦5.882 billion from 323 Ministries, Departments, and Agencies (MDAs) through its Systems Study and Review exercise. Additionally, the ICPC recovered ₦29.7 billion in cash, assets, and forfeited funds over the past year. The commission also established 80 Anti-Corruption and Transparency Units (ACTUs) in MDAs to reinforce accountability.
