In a significant move towards enhancing environmental sustainability, the Imo State House of Assembly has enacted a new law aimed at overhauling the state's waste management system. Spearheaded by Majority Leader Hon. Kanayo Onyemaechi, the legislation repeals the Imo State Waste Management Agency Law No. 5 of 2020 and establishes the Eastern Waste Management Incorporated. This initiative is designed to address persistent waste disposal challenges and promote recycling within the state.

Legislative Process and Objectives

During the plenary session on March 26, 2025, Hon. Onyemaechi presented the bill, which swiftly passed through its first, second, and third readings. He emphasized that the legislation seeks to institute a reliable waste management system, mitigating issues such as indiscriminate garbage dumping that have plagued the state. By partnering with reputable private entities through a Public-Private Partnership (PPP) arrangement, the state aims to enhance waste management efficiency and environmental cleanliness.

Public-Private Partnership and Economic Benefits

The PPP model introduced by the bill is expected to bring in experienced firms to collaborate with the state's waste management agency. This collaboration is anticipated not only to improve waste disposal practices but also to create employment opportunities for residents. Jobs related to equipment operation and waste recycling are among the potential benefits, contributing to the state's economic growth.

Legislative Support and Environmental Impact

Lawmakers have expressed strong support for the bill, highlighting its potential to transform Imo State into one of the cleanest regions in Nigeria. Hon. Innocent Ikpamezie commended Governor Hope Uzodimma's efforts, noting that the initiative would foster a more environmentally friendly state while generating employment. Additionally, Hon. Okechukwu Udeze underscored the timeliness of the bill, pointing out that incorporating the private sector would ensure proper waste disposal and stimulate economic activity through recycling initiatives.

Conclusion

The passage of this bill marks a pivotal step towards sustainable waste management in Imo State. By embracing recycling and fostering public-private partnerships, the state aims to tackle environmental challenges, create jobs, and promote public health. The implementation of this law is expected to set a precedent for other regions seeking to enhance their waste management practices.
